What is a data app

A data app is software built around data and a particular workflow. It combines trusted data, domain rules, and an interactive interface so someone can do a job with the data.

A dashboard is usually for monitoring and exploration. A data app carries more of the next step. A sales leader can inspect a region, change a planning assumption, and compare the impact. A support lead can inspect a ticket and update its status after review.

trusted data + workflow logic + interactive interface -> decision or action

The interface can include charts and tables, but those are not the point by themselves. The app should make one repeated task easier to complete.
